Tina Hoang

ICE, Product Specialist | Weather, Gas, Agriculture

Tina Hoang is a Product Specialist for ICE Data Services with over 13 years of experience in work in in the industry.  Tina helps clients stay informed with all the new data and features that ICE makes available for the client with a specialty on weather, natural gas and agriculture data.   Tina began her career at Thomson Reuters as a Market Analyst where she began building out global models for weather, natural gas, and agriculture markets.  After leaving Thomson Reuters, she continued her career onto other market data firms that broadened her knowledge through holding multiple positions at Enverus and a natural gas data company, PointLogic, an S&P Global Company.

David Margolin

ICE, Meteorologist | Energy and Agriculture 

David Margolin is the Meteorologist for Data Services at Intercontinental Exchange (ICE). Margolin is responsible for sourcing, designing, and developing weather data, tools, and products leveraged across ICE’s platforms. Prior to joining ICE, Margolin was the Senior Meteorologist at Citadel LLC. Margolin is also a Part-Time Lecturer at Rutgers University and is involved in several American Meteorological Society (AMS) programs geared to helping students and early career professionals achieve their personal and professional goals.     

Frank Caliva

P.R. Quinlan, President

Frank’s expertise lies at the intersection of business and government. He is experienced in working with organizations to identify appropriate public resources and opportunities to support the achievement of strategic objectives. This requires building strong public-private partnerships, developing clear and cogent policy analysis, and translating that analysis into action.

Prior to founding P.R. Quinlan in July of 2014, Frank managed the public affairs practice at Strategic Communications, LLC, using his experience with energy and environmental industry sectors, economic affairs, and strategic planning to identify and influence legislative and regulatory issues facing clients in both the traditional fossil fuel energy sector and the growing renewable energy area. He also provided strategic planning facilitation to clients in multiple sectors – including energy, education, healthcare, financial services, engineering, manufacturing, and more. Frank’s public affairs and advocacy skills help organizations to see the private opportunity in public policy trends, and then engage the right strategy to successfully achieve their objectives. He provides the insight and leadership needed to help organizations think through complicated issues.

Prior to joining Strategic Communications, LLC, Frank worked as a senior international trade specialist at the U.S. Department of Commerce. His experience includes identifying trade and policy barriers to the competitiveness of clean energy firms and developing effective strategies to overcome those obstacles.

A native of Syracuse, New York, Frank lives with his wife and two sons in Cumberland, Rhode Island. He has a Master of Arts degree from the School of Foreign Service at Georgetown University, where he concentrated in international business-government relations, and a Bachelor of Arts degree in political science from Providence College.

Thomas Macchetto

Criterion Research, Natural Gas Intelligence Specialist

Thomas Macchetto is an energy research and policy professional with expertise in natural gas, LNG markets, and macroeconomic analysis. At Wood Mackenzie, he established himself as a respected analyst, authoring 13 LNG asset reports that were cited more than 47 times and utilized in legal proceedings by major industry players. His research on Malaysia and Bangladesh's LNG markets provided critical insights on investment opportunities and risks in these regions.

 

As a Macroeconomics Research Associate, Thomas analyzed global oil supply and demand elasticity for an oil and gas major and assessed the impact of geopolitical events on macroeconomic conditions. Earlier in his career, he gained valuable experience in geopolitical analysis at Baron Public Affairs, where he explored Chinese developments and conducted studies on cultural, military, and economic dynamics across Asia.


Thomas holds a Bachelor of Science in Foreign Service from Georgetown University with a major in International Politics, concentration in Security, and minors in Korean and Spanish. His international experience includes an exchange program at Yonsei University in Seoul, South Korea. Thomas is multilingual, with professional fluency in Spanish, high-intermediate Korean, and intermediate Italian skills.

Carl "Kincaid" Peckham

Criterion Research, Natural Gas Intelligence Specialist

Carl "Kincaid" Peckham is a Natural Gas Market Analyst at Criterion, where he produces daily market intelligence, conducts in-depth analysis on critical developments in the natural gas industry and power markets, and develops sophisticated modeling solutions for clients. His work encompasses comprehensive pipeline modeling, market research, and strategic product development that drives client decision-making in the energy sector.


Kincaid brings a strong analytical foundation to his energy market work, having completed his Bachelor of Business Administration at Texas A&M University in 2024 with a focus on Management Information Systems and cybersecurity. His technical expertise was demonstrated through impactful projects including leading a team that optimized Marriott Hotel's check-in procedures through cost-effective semi-automation solutions.


Prior to joining Criterion, Carl served as a Student Technician at Texas A&M University, where he provided comprehensive IT support to faculty and staff, troubleshot complex technical issues, and developed standard operating procedures for vendor management. His creative problem-solving approach was exemplified when he resolved a critical system issue involving irreplaceable legacy software through direct collaboration with vendor representatives
